ROTTERDAM, 22 June 2026 – Rotterdam will present new rules and guidance on 25 June to make it easier to add homes on top of existing buildings. The new rooftop extension framework and guide are meant to give housing corporations, owners’ associations, developers and other initiators more clarity about what is possible and how the process works.

 

The approach, known in Dutch as optoppen, could become an important way to add homes within the existing city. Instead of looking only for empty plots at street level, Rotterdam wants to make better use of its roofs.

Rotterdam has around 18.5 square kilometres of flat roofs. The municipality sees that roofscape as space for extra homes, sustainability measures and a smarter use of the city’s existing buildings.

The new framework for rooftop extensions (Kader Optoppen) sets out principles, conditions and procedures for common types of rooftop housing projects. That should make the process more predictable for groups that want to investigate whether their building can carry extra homes.

 

Clearer route for rooftop homes

Adding homes on top of existing buildings can be complicated. Structural questions, ownership, permits, fire safety, design, access, sustainability and neighbourhood impact all need to be considered before a plan can move forward.

The municipality wants the new framework to help promising initiatives reach the next stage more quickly. It does not mean every flat roof can suddenly be built on, but it should make the first steps clearer and reduce uncertainty about what Rotterdam expects.

The framework is accompanied by a practical guide for rooftop extensions (Handleiding Optoppen). This guide takes initiators from the first idea towards a possible permit application, explaining which choices need to be made, which parties should be involved and what support is available.

That matters especially for owners’ associations (VvE’s), housing corporations and smaller initiators who may see potential above an existing building but do not know where to start. Rooftop housing is not just an architectural idea; it is also a legal, technical and financial puzzle. Delightful, in the way only Dutch housing policy can be delightful.

 

Rooftops as city space

Councillor Chantal Zeegers, responsible for Climate, Construction and Housing, says the city’s roofs should be seen as part of the housing solution. “The space for new homes is not only at street level, but also on the roofs of our city. Rotterdam has around 18.5 square kilometres of flat roofs that offer opportunities for extra homes. With the Kader Optoppen and the Handleiding Optoppen, we make it easier to use those opportunities. This allows initiators to get started faster and we take another step towards more homes for Rotterdammers.”

For Rotterdam, the appeal is clear. Building on existing structures can add homes without immediately claiming new land, while also creating chances to improve buildings, add greenery or combine construction with sustainability upgrades.

At the same time, rooftop extensions will need to fit the building and the neighbourhood. The new rules are meant to create more clarity, not remove careful assessment. A successful rooftop project still depends on the strength of the building, the quality of the design and support from the people and organisations involved.

The city has been looking more actively at roofs in recent years, from green roofs and solar panels to temporary public roof routes. This new step focuses on housing, placing Rotterdam’s flat roofs directly into the discussion about how the city can grow.

The municipality will present the Kader Optoppen and the Handleiding Optoppen on Thursday 25 June 2026. After that, housing corporations, owners’ associations, developers and other interested parties should have a clearer starting point for exploring rooftop housing projects.

For Rotterdammers, the plans may eventually become visible in a very practical way: extra homes added above buildings that are already part of the city. No new neighbourhood, no empty field turned into a construction site, just Rotterdam looking up and asking whether the roof can do more.
