Rotterdam voter turnout 63.4% – D66, GroenLinks-PvdA top poll

ROTTERDAM, 30 October 2025. The municipality of Rotterdam has released the preliminary results of the 2025 Tweede Kamerverkiezingen (Dutch general election). Out of 460,532 eligible voters, a total of 292,069 votes were cast — translating to a voter turnout of 63.4%.

According to the early count, D66 and GroenLinks–PvdA are neck-and-neck as Rotterdam’s largest parties, each securing around 17% of the vote, while PVV follows closely at 16%.

The definitive results for Rotterdam will be formally established on Monday 3 November 2025 at 10:00, by the chair of the city’s main polling committee (hoofdstembureau).

Analysis: D66, GroenLinks–PvdA and PVV dominate urban vote

The top three parties in Rotterdam reflect a diverse political landscape. D66 continues to hold strong among progressive urban voters, while GroenLinks–PvdA maintains its traditional foothold in the city. The PVV also saw notable gains, securing a strong third place.

Local parties such as DENK continue to perform well in Rotterdam’s multicultural districts, earning 10% of the vote. Right-leaning newcomers like JA21 also show traction, reaching 6% of ballots cast.

 

Next steps

Rotterdam’s main polling office will review and confirm the counts before forwarding official results to the Kiesraad (Dutch Electoral Council). The national results will determine the seat distribution in the new Dutch Parliament.
